Volunteer Management Strategy Program Overview

Operation TLC² was founded on the principles of best practices in volunteer management through three critical pillars:

1. Qualification While it is difficult to argue the value of volunteers being screened, until now the definition of what a nationwide screening and criminal background check is has proven problematic. Operation TLC² has exercised extreme due diligence to define precisely the national screening policy for volunteers that is consistent with the accepted practice of employment screening that has been in existence for over 100 years. This recommendation has been reviewed and approved by over 250 city and county attorneys and is being implemented nationwide by the National Recreation and Park Association for their estimated 20 million volunteer workforce.
2. Identification Operation TLC² uses photo ID badges on lanyards as the best practice to identify paid and un-paid (volunteer) staff. The Rationale for issuing a Photo ID to be worn around the neck on a lanyard while on duty accomplishes several objectives:
   • Verify the completion of an extensive background check
   • Increase public confidence
   • Provide At-a-Glance authorization
   • Identify and validate as a member of team
   • Demonstrate your commitment to safety
3. Education Years of experience in preparing individuals for public service guides the Operation TLC² general orientation, and training content. The topics covered are:
   • The Benefits of Being a Volunteer
   • Why Criminal Background Checks
   • Customer Relations
   • Understanding Today’s Youth
   • Communication Skills/Appropriate Interaction, and De-escalating Conflict
   • Working Successfully with People with Disabilities
   • Safety/ Risk Management
